Yreka main street business construction mitigation

NOW ACCEPTING APPLICATIONS as of 11/15/23

 

The City of Yreka and Siskiyou Economic Development are currently developing a Business Assistance Program to provide emergency financial assistance to businesses impacted by the Main Street construction project. Financial assistance will come in the form of grants that will be tied to employee retention. This program will be very similar to the PPP program that came out during COVID-19.

 

 

ELIGIBLE Applicants

Eligible for-profit businesses in Yreka that meet the following requirements:

  • Actively occupy a commercial storefront

  • 25 or fewer employees

  • Located within 300 feet of Main Street in Yreka CA from Westside Rd to Montague Rd

  • Have a direct financial impact from ongoing construction on Main Street

  • Employ Low-to-Moderate Income individuals

Steps to prepare FOR APPLICATION

  2. Get a Unique Entity Identifier (UEI) for your business: Get a Unique Entity ID in SAM.gov - YouTube

  3. Register business/UEI on SAM.gov: Entity Registration - Workspace Navigation - YouTube

  4. If you require assistance, sign up as a Small Business Client with the Shasta-Cascade SBDC in Yreka: Shasta-Cascade SBDC - Northern California Region (sbdcsc.org)

  5. Gather all of your financial documentation for your business for the last two (2) years, including:

    • Income Statements

    • Tax Returns

    • Payroll Registers (current pay period is ok)

    • Mortgage/Lease

    • Utility bills

    • City of Yreka Business License

Applicants who have a difficult time with online applications, uploading digital documents, or have language barriers can receive assistance in person at our office on Oregon Street. ELIGIBLE USES OF FUNDS

Funding Must Be Used For:

  • Employee Payroll Expenses: wages + benefits

  • Operating Expenses: utilities, licenses

  • Facilities Expenses: rent, mortgage, insurance

Funding Cannot Be Used For:

  • 1099 Contractors or bonuses

  • New equipment, furniture, or capital improvements

  • Construction, expansion, R+D

DOCUMENTATION REQUIREMENTS:

  • Written statement that documents how business has been impacted by the Yreka Main Street Construction

  • Written plan on how grant funds will be used to mitigate construction impacts, accompanied by a proposed itemized budget and statement on how employees will be maintained

  • 2023 Owner’s Tax return

  • 2022 and 2023 Business Tax return

  • 2023 and 2024 YTD Income Statements

  • Current Payroll Register: Names, start dates, pay-rates, wages to-date

  • Employee income self-certification forms (to be signed by employee retained/created)

  • Employee retention forms (to be provided to business AFTER award of funds)

  • Active SAM.gov registration (Shasta-Cascade SBDC in Yreka can assist with this if you need help)

  • W9 (The City will issue 1099-Gs for the tax year in which funds were received)

  • Signed statement of assurances (to be provided to business)
