Eligibility and USE OF FUNDS
PROGRAM OVERVIEW
Microenterprises, for-profit businesses with 5 or fewer employees, in Siskiyou County are eligible to apply for the CDBG-CV Microenterprise Assistance Program. This Program will provide technical and financial assistance, in the form of business counseling and access to micro-grants, to income-qualified Microenterprise owners to encourage their growth and expansion. Eligible applicants will be able to participate in the program for up to three years upon qualification.
Eligible Microenterprise Owners must be classified as low-to-moderate income, and have a documented annual income that is 80 percent or less than the Siskiyou median family income.
All costs claimed must be in excess of any federal funding obtained through the CARES Act Paycheck Protection Program (PPP), Economic Injury Disaster Loan Advance(EIDL), Siskiyou CRF, or other federal funds released due to the impact of COVID-19 or losses covered by insurance. All applicants must have suffered a clearly documented Economic Impact due to COVID-19, and will be required to provide sufficient supporting documentation.
Funds may be used for:
a. Operating expenses and working capital, including payroll, insurance, leases, utilities, etc;
b. Furniture, fixtures and equipment;
c. Capital improvements;
d. Debt payments incurred to remain open;
e. Costs associated with reopening;
f. Costs associated with adapting business practices in order to comply with COVID-19 Federal, State and Local guidelines;
g. Any other COVID-19 related expense not already covered by other grants or forgivable loans;
h. Costs associated with digitizing a business and expanding digital footprint, including website development and marketing;
i. Increases in payroll costs to add new employees or provide wage increases to existing employees.
Application INstructions and REQUIREMENTS
Please, before completing an application, assemble all of the required documentation. While applicants will be able to save their application before submitting, they are highly encouraged to read the Frequently Asked Questions (FAQ) before completing the application. Applicants are required to include the following documents on their application:
A Current/Valid Copy of a State issued Drivers License/ID
Full Copy of 2020 IRS Form 1040
Full Copy of 2019 IRS Form 1040
A Completed IRS Form W9
A Copy of a Valid Business License
Payroll Information (If using employees to qualify, including ADP payroll reports, QuickBooks, IRS Form 941)
An Initialed/Signed Certificate of Assurances (form is here)
Valid Unique Entity Identifier and SAM.gov registration. You can receive assistance for this AFTER you submit your application. A video link to assist can be found here.
Grant Reporting Requirements
Microenterprises that have been selected for CDBG funding will be required to begin reporting their use of funds within 6 months of receipt of funds. Grantees are asked to fully complete this report (instructions are included), and upload the file at the link provided below. In addition, grantees will be asked to provide documentation verifying use of funds. Example documentation can include (but is not limited to):
-A signed/dated copy of a lease agreement or mortgage
-A copy of a monthly utility bill from each utility provider (Pacific Power, municipal water, Northland cable, etc.)
-Insurance Premium
-Invoices for services/licensing fees
-Payroll reports/payment receipts (if sole proprietor)
-Additional receipts/invoices for equipment, inventory, other business expenses

Grantees who do not complete reporting in a timely fashion or use funds for ineligible costs will be required to repay any and all grant funds received.

The Community Development Block Grant- Coronavirus (CDBG-CV) Funds originated from the 2020 CARES Act and were allocated to Siskiyou County jurisdictions by formula, as determined by California’s Department of Housing and Community Development. In addition to serving as a response to the COVID-19 pandemic, CDBG funds must meet one of the three following National Objectives:
1) Assist community members who are Low-to-Moderate Income
2) Alleviate slums and blight
3) Address an urgent Community Need
